The Eric Nara Plan
Preamble: We, the concerned citizens of Konohagakure, wish to establish unity, strength, and loyalty within our home. Therefore, we have banded together to approve a plan of action, of which the agreed course is to form an organization that will eventually extend to any and all Leaf residents. The main purpose of this “charter” of sorts is to outline the objectives, the details, of the potential construction of the group. This plan was originally constructed by Eric Nara; however, changes are likely to be made when proposed for approval.
Article I: The overall planA) The organization shall be divided into four interlocked "causes": Military Guardians, Administrative Guardians, Judicial Guardians, and Economical Guardians. Each will be interlocked, as the four heads of each will form the Guardian Core, and as such be considered the leaders of the organization.
B) Each Guardian head will have a sub-head, with the same cause-level authority. The sub-head, therefore, may be considered a ‘sidekick, already increasing the amount of guaranteed officers of the branches in this plan to 8, as there will be two per cause.
C) The Hokage has the distinct ability, as the head of the village, to remove any officers from the position, pending that they have justified cause (to be elaborated on later).
D) Council members whom have joined any cause CANNOT REMOVE ANOTHER OFFICER with the authorization as a council member. They can, however, remove them through the authorization provided in the organization.
E) The organization will be granted official authority over any matters addressed, except those reserved for the Hokage and the Konoha Council, including, but not entirely listed here: declaration of war, taxing (DP attained through donations only), establishment of treaties, and appointing of ranks not within the organization.
Article II: Military GuardiansA) As shinobi, it is evident that this organization will possess a military presence. As a result, the Head of this cause shall be referred to as the Military Guard Head Captain. The sub-head shall be declared the Military Guard sub-Captain.
B) Both Captains possess the same powers, except for the fact that the Head Captain shall be among the Guardian Core mentioned in Article I. The sub-Captain, in the case that the Head is removed from office by death, inactivity, or by other means, or is not capable of conducting the duties of the office, shall take command as Head Captain immediately following the declaration of such.
C) This cause is ultimately required to work on the military aspect of the realm. Training shinobi is their primary goal. To serve as a response force, however, to the village in times of due stress is their secondary objective. Members are ultimately responsible for the entire group’s overall ability to respond to a crisis, be it foreign or domestic. Since in a world of shinobi this is likely to be a popular cause, then it is reasonable that the rankings are largely based on ability, proven loyalty, and activity. They’re also responsible for providing security during events.
D) Positions lower than the two officer positions are up to the Captains to decide, along with how they are arranged. This responsibility, however, is not one to be taken lightly.
E) Most importantly, the cause is responsible for scheduling training sessions within the cause and potentially with others, and organizing exercises to practice that training.
Article III: Administrative GuardiansA) This cause is primarily devoted to running the administrative and sometimes bureaucratic sessions of the group. While the group size will determine how many members are ultimately required, this cause once again will have its heads deemed Administrative Guard Head Captain and Administrative Guard sub-Captain respectively.
B) Both captains retain the same power; however, the Head Captain is among the Guardian Core.
The sub-Captain, in the case that the Head is removed from office by death, inactivity, or by other means, or is not capable of conducting the duties of the office, shall take command as Head Captain immediately following the declaration of such.
C) This cause is ultimately formed to manage the group and the village in an efficient manner. The primary goal is to monitor positions for vacancies, help fill the overall ranking of the organization through recruiting, and ensure that scheduling is posted in appropriate areas. They are also the filers of the group, ensuring that the information of the group that needs to be distributed gets distributed to the proper persons, particularly if it must be a large number at a time. This includes those within and outside the group. The cause is also responsible for ensuring that scheduled events have hosts, are started on time, have the appropriate locations reserved, and act as record keepers for what occurs.
D) Positions lower than the two officer positions are up to the Captains to decide, along with how they are arranged. This responsibility, however, is not one to be taken lightly.
E) As the Military Guardians schedule training sessions, the administrative Guardians are responsible for keeping the approximate times in which members are capable of being on, being fully aware of them being subject to change.
Article IV: Judicial GuardiansA) This cause is primarily devoted to judging whether members have been exceedingly inactive or not. This cause will likely have fewer positions to fill, but the two officers are a must. They are Judicial Guard Head Captain and Judicial Guard sub-Captain respectively.
B) Both captains retain the same power; however, the Head Captain is among the Guardian Core.
The sub-Captain, in the case that the Head is removed from office by death, inactivity, or by other means, or is not capable of conducting the duties of the office, shall take command as Head Captain immediately following the declaration of such.
C) This cause is ultimately formed to maintain a sense of justice within the group. If one is accused of an abuse of power, or a neglect of duties, the judicial is intended to gather the facts and settle the matter, unless themselves are the ones in question, in which case they cannot participate. If there are insufficient members to make the case, as it is required to be an odd number of at minimum 3 to be on the case, then the case must be presented to the Guardian Core. If, therefore, the Guardian Core and the Judicial Guardians are incapable of organizing the case, then and only then must it become a consensus of the entire organization’s officers, excluding those involved in the case as prosecutors or defendants. If still yet that requirement cannot be met, due to activity reasons or otherwise, then the dueling parties may select the manner, upon a consensus of them both, on how to settle the matter at hand.
D) Positions lower than the two officer positions are up to the Captains to decide, along with how they are arranged. This responsibility, however, is not one to be taken lightly.
E) Judicial Guardians, due to the complexity of the real world, are permitted to handle the scheduling also of these hearings; all those to be involved must be present in order to proceed, unless the hearing is performed on a forum or other platform in which the respective parties and Judicial Guardians involved agree upon.
Article V: Economic GuardiansA) This cause is primarily devoted to the raising, spending, and managing of the organization’s donation point funds. While the group size will determine how many members are ultimately required, this cause once again will have its heads deemed Economic Guard Head Captain and Economic Guard sub-Captain respectively.
B) Both captains retain the same power; however, the Head Captain is among the Guardian Core.
The sub-Captain, in the case that the Head is removed from office by death, inactivity, or by other means, or is not capable of conducting the duties of the office, shall take command as Head Captain immediately following the declaration of such.
C) This cause is ultimately devoted towards the economic matters of the organization. Prizes for winners of events will be handled entirely by the Economic Guardians. As a result, the Captains shall receive the donated funds, and keep track of donated funds. These donations are to be reported also to the Administrative, declared, and posted in a suitable location. Due to the sensitive nature of this, it is imperative that the members of this branch are capable of both counting and proper recording, as they will have to report any funds received for the organization.
D) Positions lower than the two officer positions are up to the Captains to decide, along with how they are arranged. This responsibility, however, is not one to be taken lightly.
E) Donation Points are relatively valuable, especially with large amounts. The organization is not authorized to take more than 200DP in a single donation in a single real life day, meaning that while multiple donors can donate, 5 such donors can donate collectively a maximum of only 1000DP. This is to help protect both the organization and this cause.
Article VI: MembersA) Those defined as merely members are those who are not captains, and thus are not considered officers under this charter. However, as the organization grows, it becomes imperative that these members be of quality and understanding. From hereafter, anything addressed as merely “members” shall denote the document’s meaning of a regular member, unless otherwise noted.
B) Members may have various names and titles depending on the captains of the time. Upon joining, members will have the ability to read this document. They will likely come to notice that they have few mentioned powers separate from that of the particular cause that they join. However, there is power in numbers, as will be discussed hereafter.
C) Members are ultimately devoted to aiding their captains in accomplishing the sometimes daily tasks assigned, particularly to tasks assigned directly from their captains. However, at the same time, they are deigned to be in check of their leaders; while their leaders can remove them with justified reasoning, which simply means with a solid, proven cause for the action (arbitrary reasons will not be accepted), the members have considerable power as a whole. Therefore, the more members acting as a unit, the more protected and thus more power the members may have.
After a certain number is established within the organization, or if the original members are removed from their offices, then the members are the ones who elect new officers. Members may elect new officers only for their own cause, regarding the Captains, which is subject to approval by the Guardian Core. If the Guardian Core approves with a majority vote, then the member is passed without further ado. If it is rejected or the Core is divided evenly for the issue, then the members may rally members from other causes to add to the vote within a timeframe of six in-game days from the day of the rejection or tie vote.
Once those in-game days are up, then the votes are counted up once again, and the response with the highest number wins, with the acceptance being the appointment of the new Captain, and denial being the final rejection of the choice for captain, and the situation is dropped.
However, if the Core as a whole, for some reason, does not respond within six in-game days, then the member is automatically denoted a Captain. If parts of the Core are unable to respond within a week’s real timeframe, then the member is appointed to Captain. If all members of the Core reject the member, then the member is rejected, and is on a freeze time before they can attempt to become a Captain for a period of one real time month.
D) Your positions are largely determined by your captains, but in most matters, all members are considered equal with each other in votes, judging, and friendly competitions.
Article VII: Guardian CoreA) The Guardian Core may only consist of Head Captains, must be citizens of Konohagakure, and have an affiliation with no other organization outside of Konohagakure. With these restrictions, the Guardian Core members are all equal to each other in aspects regarding the Core.
B) Administrative Guardian Core member, Judicial Guardian Core member, Military Guardian Core member, and Economic Guardian Core are to be identified by both these titles and tattoos on their center back. These tattoos are intended to be permanent, and thus should be enhanced with a juinjutsu of sort to prevent removal, foil attempts to duplicate, and have a binding effect to remind the Core members of their importance.
C) The Guardian Core is responsible for the overall administration of the organization. They are the leaders of the organization appointed via popular vote of the members and approval of Core members. The exception will of course be the originally delegated Core members, who shall retain their positions until removal, death, or resignation. When one demands to speak to the leader of the organization, the Guardian Core is the ‘body’ of which leadership is determined. Core members are expected to keep the organization running smoothly, orderly, and justly in accordance with both this document and any other restrictions or structure giving authority approved by the Core members. Decisions for the entire organization are to be made by the Core members. Obviously with an even number of members, ties are inevitable. A member of Konohagakure, not just of the organization, may be called in for an impartial breaking of the tie, if all else fails. This is not to be an appointed permanent position, but a position called upon whenever a tie occurs, with the same person not allowed to consecutively serve as that tie breaker.
Within this organization, the Core member’s word is absolute on all matters save for the ones in which members vote upon; in this case, sub-Captains may participate in the voting as well. A decision may only be revoked by either a higher power of the combined consensus of the organization. Due to the variety of members to make up the Core, the Core possesses the acting powers of all four causes, superseding them in times of conflict within the group. The ability to veto a decision of one of the causes, however, is entirely dependent on the willingness of the cause to share that matter. While this would interpret sometimes as the cause having the power to deny the Core final word status, this is intended to prevent the Core from interfering as a whole entirely in the affairs of a single cause without justified reasoning. Justified reasoning is cause enough to supersede the authority of a cause, regardless of their willingness to
D) You’re all equal on voting matters, and are required to share with one another major notes of importance going on within the individual cause you lead. Therefore, it is imperative that the Core is made up of trustworthy, honorable Captains. Core members can only be arbitrarily removed through resignation.
Post-amble: We, the concerned citizens of Konohagakure, hereby abide by and declare that this shall be our method of conduct, which we shall agree to defend with our lives, honor, and reputation the sanctity of Konohagakure and its people. My comrade is not just my ally, but my friend, teacher, student, supporter, and family.
